Checking Rights When Working with Delivery Clients

In the API V7, the operation ChangeClientBlacklistInfo has added a rights check for D_AHR: Add Guest to the "High Risk" List.

Additionally, for the operations SearchClients and TryGetClientByPhone, a rights check for B_GUEST: Working with the Guest Directory has been added.
